It is a designation for a vehicle’s title that a state had previously branded as a salvage (repairable), but certified mechanics have since rebuilt the vehicle according to state guidelines and it has passed inspection at the Department of Motor Vehicles (DMV). Note that “rebuilt” branding remains on a vehicle’s title permanently, but the vehicle can still be registered and insured.
